According to this article on USCIS website "Petition Filing and Processing Procedures for Form I-140 (http://www.uscis.gov/portal/site/uscis/menuitem.5af9bb95919f35e66f614176543f6d1a/?vgnextoid=cfe8745543256210VgnVCM100000082ca60aRCR D&vgnextchannel=68439c7755cb9010VgnVCM10000045f3d6a1 RCRD)" on question#3 it clearly states that multiple I140 Petitions can be applied in different categories.
But I am not sure how this works when the first I140 is pending appeal.
Has anybody gone through this process.

I am not an immigration expert, but don't you need to show spouse's valid H1 visa to get a H4 visa? ... Unless both spouses are applying for their respective visas at the same time.

There is no FIFO system.. whatever gets picked out of the DUMP gets processed.. I don't think one can draw any conlcusion based on approvals..

H1 extension can be applied upto 6 months before the expiry of current H1.
If you haven't completed 6 years on H1, you can always extend it as usual.
If you have completed 6 years on H1B, you have to have one of the following to extend your H1B.
1. Labor/Perm was applied at least 1 year back
In this case, your H1 will be extended another year
2. I-140 is approved.
In this case, your H1B will be extended 3 years.
More than likely your I-140 will be approved before November 2009 if it is a reasonably clean case. ( USCIS I-140 processing time has come down drastically)
BTW you don't get an H1 automatically on your 140 approval, your company has to apply for it.

I am getting ready to n-470 to preserve residency. My company is sending me to UAE for one week period which will leads to other long back and forth trips there. I need to file n-470 to preserve residency for naturalization. I have already lived here for more than one year as a permanent resident. My questions are:
1. Where do I find a sample communication letter as a support document?
2. What do I write in it?

You have some nice images, but I would think they are most of all interesting to the people whose faces you have photographed. It's not my taste, a bit gruesome, but it looks well done as far as I can judge it.
I second the suggestion to upload your critique images to dphoto, use your personal gallery. I think members of this site will be more inclined to write some comments here than at any other linked site.
